Talant is the Vice President for Finance at the American University of Central Asia (AUCA), and also the Director of the National Institute for Strategic Studies (NISS).
In his role at AUCA Talant has introduced a number of reforms which have included decentralising the University´s budget and implementing a policy of budget transparency. As a result of Talant´s reforms the AUCA now has more trust from the public, the students know how their tuition money is spent, donors are more willing to contribute, and, in general, the University has strengthened its good reputation.
In March 2013, Talant was appointed as a Director of NISS – a government think tank. In this role, Talant is responsible for conducting research and for developing analytics for the Prime Minister and the government of the Kyrgyz Republic. In 2011-12 Talant led a project at the NISS on developing a database of investment projects in Kyrgyzstan to be presented to potential foreign investors. Talant also sits on the Public Oversight Board at the Ministry of Finance, a public watchdog that scrutinizes the activities of the Ministry of Finance and is a Trustee of the Microcredit Organization “Humo” in Tajikistan.
Talant´s proposed action plan is to develop a policy brief to present to the Kyrgyz government on improving the investment climate in Kyrgyzstan through the development of financial markets in the country.
