Omurbek is studying for his Master’s degree in Public Administration at California State University, East Bay. This program provides students with a grounding in major philosophical and social science thinking about the nature of organisations, and helps students to build the intellectual and practical tools they need to become effective organisational leaders in the public and non-profit sectors. Omurbek will graduate in 2010.
At the time of the 2007 Fellowship, Omurbek was Head of the International Relations Division at the National Statistical Committee of the Kyrgyz Republic. The Division formulates international standards and rules and participates in drafting strategic plans, which are then put forward and adopted by the United Nations and the Statistical Office of European Union (EUROSTAT). The National Statistical Committee works to reform management systems which still apply Soviet-style management tools. Omurbek was responsible for researching and disseminating information and expertise from EU statistical offices with other members of the Committee. He drafted a project proposal on management tools which was accepted by the Swedish Statistics Authority (Statistics Sweden) who have recommended that the project be put into practice.
