Uluk Kydyrbaev

Uluk leads BizExpert, a distinctive business support institute aimed in building human and institutional capacity of local business organizations to enhance economic development based on free market principles. BizExpert specializes in SME development, Public-Private Dialogue, legislation analysis, and Economic Journalism. The Chamber of Tax Consultants is an association of tax experts united to promote proper tax reforms to boost local economy. Also the Chamber conducts series of trainings aimed in improving the tax legislation literacy among entrepreneurs.

Prior to BizExpert, Mr. Kydyrbaev managed the Bishkek Business Club, which unites local business leaders who seek to contribute to the economic development of the Kyrgyz Republic. As CEO of the Bishkek Business Club, Uluk has managed a number of national legislative initiatives aimed at improving the business environment of the Kyrgyz Republic.

He has successfully united 38 business associations via the creation of the National Alliance of Business Associations – the largest umbrella business organization in the Kyrgyz Republic representing more than 2,000 companies and 20,000 entrepreneurs.

Uluk was previously Co-Chair of the Consultative Council under the State Customs Service and in 2008/9 was a member of the Investment Council under the President of the Kyrgyz Republic. Today, he is a member of the Council on Business Development and Investments under the Government of the Kyrgyz Republic. He is a Supervisory Board Member of the Energy Transparency Initiative under the Ministry of Energy, the State Tax Service, and the Ministry of Economic Development.

Based on UK models and experience, Uluk hopes to establish sustainable communication channels between the business community and the Kyrgyz government. He will involve representatives from the private and public sectors in this process and hopes that future economic policy will be conducted and formulated in cooperation with the business community.
