Youssef Wehbeh is a Programme Officer for Geneva Call, a neutral and impartial humanitarian organization dedicated to engaging armed non-State actors (NSAs) towards compliance with the norms of international humanitarian law (IHL) and human rights law (IHRL), and focuses on the protection of civilians during armed conflicts and internal disturbances. He is also a Teacher at the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Youssef was previously Research and Mobilisation Commissioner for the Moral and Political Guidance Department of the Palestine Liberation Organisation (PLO) in Lebanon.
In 2010, Youssef combined his experience from Geneva Call and the PLO to design a course for trainers to train other groups of Palestinians, especially armed groups, on legal standards and humanitarian issues. It is Youssef´s aim to develop a legal framework within established agreements with Lebanese authorities that regulates the activities of the Palestinian National Security Forces (PNSF) in the Palestinian camps in Lebanon, thus ensuring greater protection of civilians and qualifying the PNSF as an organization adhering to the principles of the rule of law in democratic societies.
